The Opportunity

Few Councils in Australia have achieved the spectacular brand recognition and global marketing presence that the Douglas Shire enjoys. As the only place in the world with two adjoining World Heritage listed areas: The Great Barrier Reef and the Wet Tropics the Shire covers an area of 2,445 square kms from north of Ellis Beach in the south to the Bloomfield River in the north. The economy of the Shire depends mainly on tourism, with 1.2 million visitors annually exploring the many natural wonders, and agriculture of sugar cane farming and processing.

The First Peoples of the Douglas region are the Kuku Yalanji whose country extends from Mossman in the South to Cooktown in the North and Palmer River in the West. The Kuku Yalanji are rainforest people whose connection to the region extends back 50,000 years to be among the earliest human occupations in Australia.

The Council plays an important role in enhancing this thriving economy and will support your aspirations to build and sustain a career.   Council operating budget is approximately $45 million with a staff base of 175.  Council is led by the Mayor and four Councillors.

The Position

Reporting to the CEO, this senior position manages approximately 75 staff and multiple contractors, across Council’s Civil and Maintenance Operations, and has a diversity of responsibilities both geographically and in role responsibility that would be hard to equal elsewhere. With support from the CEO you will be empowered to deliver and to look for solutions. Innovation is encouraged and his mentoring will allow you to develop further and realise your full potential. 

Responsible for leading, developing and managing Council’s infrastructure and public areas through the maintenance and construction of roads, bridges, drainage, parks, reserves and community facilities - you will develop strategies that focus on effective service delivery, incorporating efficient business processes and optimise outcomes for Council and the community. These strategies must deliver maintenance, construction and related services at the lowest lifecycle cost of assets and maximise the use of existing infrastructure whilst meeting community, workplace health and safety and environmental requirements. It is expected that all strategies and programs are integrated across the organisation in a timely manner.

About You

With qualifications in Engineering and/or Project Management or similar, you are renowned for your natural leadership style and for being commercially savvy.  Your leadership capability will be underpinned by a solid and rigorous track record in delivering civil capital projects as well as the passion and drive to add value and stretch the boundaries in both thinking and execution. Understandably, you have highly developed organisational skills including a demonstrated ability to effectively plan, program, organise and schedule a multitude of diverse and complex tasks and projects. Preparing estimates and budgets, monitoring job and budget expenditure and activity reports to Council underpinned by advanced IT skills are prerequisites.

This is a working environment and culture that would be hard to equal. You could be currently working in local government, state government, a consulting group or large infrastructure organisation.  If you genuinely want to realise your career aspirations, are prepared to roll up your sleeves, motivate the team, and bring a high level of energy and enthusiasm to the role, then this position is worth exploring further.

Relocation Assistance will be provided together with a salary of up to $155K + Car or Allowance, 12% super and 5 weeks annual leave with 17.5% loading.
