The Council was formed in 2008 by the amalgamation of 5 Indigenous Councils. Three Aboriginal Councils of Injinoo, New Mapoon, and Umagico, and two Island Councils of Bamaga and Seisia.

The area receives a significant influx of visitors and tourists during the dry season, by road, air and sea links providing a significant annual boost to the local economy. Seisa is the main seaport for the Northern Peninsula Area and Bamaga is the commercial and administrative centre for government services.

The Financial Accountant is responsible for budget administration, procurement, and financial accounting in accordance with legislation and the provision of accurate and timely information and advice in respect of Council’s financial functions to the Council, internal and external clients. This position supervises the procurement, Payroll and Debtors function of the organisation. 

Key Duties and Responsibilities 

  • Ensure Council’s Annual Financial Reports are completed in an accurate and timely manner pursuant to relevant Accounting Standards and Local Government Code of Accounting Practice. 
  • Ensure that the Council meets its statutory taxation obligations including FBT and GST. 
  • Supervise the employees within the finance section, procurement, and payroll. 
  • Ensure the Council’s daily financial operations such as transaction processing, cash and banking and reconciliation are complied with and adhere to the procedures. 
  • Develop and manage the purchasing and stores function. 
  • Control Council’s general ledger, and provide training and advice in relation to Council’s financial systems (PCS), policies and practices to all Council employees. 
  • Ensure statutory and regulatory returns including the Grants Commission Return, ABS Return, and Comparative Performance Indicators Returns are completed accurately and submitted within the given timeframes. 
  • Ensure Council is recording assets in accordance with relevant Accounting Standards and assist in developing systems that provide timelier asset management reports. 
  • Assist with the preparation of Estimates of Income and Expenditure. 
  • Ensure grant monies are receipted in accordance with relevant Accounting Standards; monitor the subsequent expenditure of these funds and review certificates of expenditure. 

About You 

Tertiary qualified in Finance or Accounting you are ideally CA or CPA qualified however this is not mandatory.  Experience using PRACTICAL software is desirable together with the ability to understand the financial implications of decisions and their impact.

Other skills you will have include:

  • Demonstrated knowledge and application of general accounting principles and of relevant Accounting Standards including the preparation of financial reports.
  • Experience in the supervision of financial operation; cash and banking, revenue and receivables, and bank reconciliation.
  • Budget preparation and monitoring, preparation of statutory returns.
  • Demonstrated ability to manage direct reports, time, and workload whilst meeting deadlines.
  • Well developed written and verbal communication skills.
  • High level of skill and experience in financial software and demonstrated skills and experience in Microsoft Office suite.
