About Pormpuraaw

Situated on the western Cape York Peninsula the remote aboriginal community of Pormpuraaw (Porrm-puur-ow) is located approximately 500km’s south of the tip of Australia and near the Edward River. It is managed by a Deed of Grant in Trust under the Local Government (Community Government Area) Act 2004.

Visitors come from all over Australia to enjoy the excellent fishing at Pormpuraaw. Situated between two rivers, Pormpuraaw features unrivalled estuary fishing for barramundi, threadfin salmon, grunter, bream, and others. The nearby reefs also offers great fishing.

Two groups of Aboriginal people live in Pormpuraaw: the Thaayorre people who are traditionally from Pormpuraaw, and the Mungkan people who are traditionally from the North. Many traditional arts and crafts are still practiced here, such as the weaving of dilly bags, dot painting, spear making and canoe carving. The Cultural centre houses many of these artefacts.

Pormpuraaw has one of the oldest crocodile farms in Australia. Set up in the 1970s when crocodiles were becoming endangered, the Edward River Croc Farm has been responsible for repopulating the local rivers – so there is no swimming in saltwater and some precautions must be taken.

For those interested in birdwatching there are around 170 species of bird inhabit the sea, savannah and wetlands around Pormpuraaw. The bird population changes dramatically with the seasons as migratory birds come and go. Some locals are the crimson finch, star finch, brolga, sea eagle, hawk, and jabiru.

Available services at Pormpuraaw include, a post-office, primary school, library, supermarket, regional airport, guesthouse accommodation and an aged care facility – just to name a few.

About Council

Pormpuraaw Aboriginal Shire Council has an elected Council which is democratically voted by their local people. The Council is made up of the Mayor, Deputy Mayor and three other Councillors. Sitting under the Council in the corporate structure is the Chief Executive Officer who oversees the Executive Team.

The Council provides essential services to the people in the community and is the largest employer with local employment creation a priority.

About the Position

The Executive Manager - Community Services is responsible for external partnerships and building synergies, and connections across the organisation to ensure high quality, responsive and sustainable community services. This pivotal role reports to the Deputy CEO and is a member of the Executive Management Team.

Whilst your focus will be the Aged and Disability Care Centre the position will also allow you to expand your skills and experience and oversee a range of other community services including:

  • Sport & Recreation Services
  • Library & Centrelink
  • Post Office
  • Justice Centre
  • Community Events
  • Disaster Management

You will also work with the CEO researching available Community Services grants and become a point of contact for these within your department. Driving and managing these grants ensuring performance outcomes are achieved, grant reporting requirements are completed and managing grant budgets and agreed timeframes will form part of your role.

Selection Criteria 

  1. Demonstrated experience in sourcing, applying and managing grant funding.
  2. Demonstrated experience in managing service delivery in a local government or community setting and an appreciation of the role those services play in improving the quality of life of the community;
  3. Demonstrated experience in managing a Disability or Aged Care Service.
  4. Demonstrated management experience in the development of strategic plans for the development of services for a community;
  5. Strong interpersonal skills and communication skills with ability to liaise and negotiate effectively with all stakeholders including community members, clients, Councillors, and government departments and agencies.
  6. Sound organisational and administrative skills and an ability to empathise with the people of Pormpuraaw Community to ensure the effective delivery of relevant services that support their overall well being 
  7. Demonstrated experience to manage operations and make sound judgements, set priorities and achieve outcomes.
  8. Ability to work in a committed team environment with other executive managers to rollout programs.

The role requires a passionate and enthusiastic individual with high-level leadership skills and a calm and steady approach to manage and deliver customer orientated services and support across a range of community services. If you are ready to step up into a true executive leadership role and are committed to enriching the lives of people across the community including the elderly and people with a disability and would like to work with a professional Council that recognizes the contribution of staff through education and support programs - then this could be a career enhancing move.

As a key member of Council's Senior Leadership Team, you will work strategically and collectively across the organisation to further enhance a customer focused culture, and create an environment in which products, processes and services are designed to optimise customer experience. Self-motivated, your previous record of achievement in local government will be underpinned by appropriate tertiary qualifications and sound experience in middle or senior leadership roles, managing multidisciplinary teams and providing strategic advice and direction.

A six figure executive salary package will be negotiated with the successful candidate.  A fully furnished, 2 bedroom house will be made available at an attractive subsidised rate and you will receive 5 weeks annual leave with 17.5% loading + an additional week isolation leave.  A work mobile phone and vehicle will also be made available.
