About the Organisation

The organisation is made up of five directorates (Organisational Services, Strategy and Sustainability, Community Services, Road and Water Infrastructure and Innovation and City Transformation), with branches in each directorate to manage operations and services. The roles of Strategic Procurement Business Engagement Lead (3) will form a part of the Strategic Procurement Program within the Administration Branch which is part of the Organisational Services Directorate.

The Administration Branch is tasked with finding solutions to enable Council to deliver better outcomes through multi-disciplinary services in the key areas of Procurement & Stores, Property, Corporate Facilities, Insurances & Business Continuity Planning. Council is undertaking a transformation of their procurement strategy in order to unlock potential and position Council as a leader of excellence in procurement. There is Council and Executive Leadership support to transition to a strategic contracting framework that will deliver the best value for Council and community. The plan has been formulated in consultation with their customers to understand the unique requirements, challenges and objectives of the individual branches. This plan will capitalise on opportunities leveraging Council's considerable spend profile, directly contributing to economic growth with local initiative policies and best value decision making. 

About the Position

The Business Engagement Lead will develop and lead their team to deliver strategy, sourcing and contract management activities for defined Branches within Council. This role will be the conduit between its designated Branches and the broader procurement team as well as supporting their peer Leads and their teams, in identifying areas for optimisation, spend aggregation and risk management across the entire organisation.

This role will be responsible for the leadership, supervision and development of two Strategic Sourcing and Contracts Specialists and two Strategic Sourcing and Contracts Officers as well as the end-to-end management of procurement activity for their defined set of Council Branches. It will be imperative to use the strong technical expertise, strategic leadership and relationship-building experience attained from previous roles to meet expectations and reach projected goals.

Council are seeking procurement professionals who have the demonstrated ability to develop and build business-wide knowledge and culture to keep a customer-centric focus within the team and broader procurement area. The successful candidate will have the ability to address customer needs and develop corporate knowledge to improve business outcomes.

Formal qualifications in business, commerce, law, or engineering and/or the equivalent in substantial demonstrated experience are mandatory. You will ideally possess the following :

  • Chartered Institute of Procurement and Supply (CIPS) and/or project management qualifications or experience will be highly regarded.
  • Experience interpreting procurement requirements, applicable laws, policies and procedures, providing advice and recommendations within tendering and contract management and communicating this knowledge to the end customer. 
  • Demonstrated ability to research relevant information, analyse issues from different perspectives, present recommendations/proposals with solutions as required.
  • Broad knowledge of customer service strategies, financial responsibility including risk analysis and reporting, as well as legislative, regulatory and policy knowledge within a procurement environment.
  • Ability to work autonomously on complex tasks within both direct and indirect procurement and/or supply markets with limited competition.
  • Proven ability in negotiation, presentation, influencing, effective and engaging key stakeholders
