About the Council

Supporting a population of 35,000, Council employs approximately 350 staff and has an operating budget of $90m. 

Southern Downs can also look forward to strong economic growth. The recently adopted Economic Development Strategy recommends that Council pursues the four key pillars of Agriculture and Processing, Tourism and Events, Industry and Innovation and Population Attraction and Retention and provides the framework for how Council seeks to achieve the outcome of building the capacity and capability of the regional economy to protect and enhance the quality of life of residents now and into the future.

The newly structured People and Culture Directorate includes responsibility for HR and WHS and will align the strategic direction with operational excellence and deliver services, programs and projects that make a difference to the Council staff at all levels.

About the Position

Reporting to the CEO and managing a team of 10, you will lead and manage the successful delivery of the strategic direction of people and culture practices and programs across Council and ensure the provision of an efficient and effective service to both internal and external clients and stakeholders. Understandably, you will also competently advise on complex and sensitive human resource practices and associated matters.

Facilitating a safe and inclusive workforce and fostering a positive workplace will underpin Council’s desire to be an employer of choice and an environment that promotes high performance across the organisation. The CEO has a collaborative style, is approachable and committed to the cultural journey and in improving and enhancing the work environment for staff.

About You

As a proactive person with a strong work ethic, you take pride and ownership in your contribution and want to be part of a growing, innovative organisation. The role requires an individual who can provide sound HR advice whilst striving for continuous improvement as the challenges arise.

Your skills and experience in an HR leadership role will be underpinned by a drive to build a positively engaged organisational culture, with a strong focus on the community and customer experience. Renowned for your communication, writing, judgement, and critical thinking skills you also have strong time management, and interpersonal skills.  Most importantly, you will be passionate about people and enjoy working at both a strategic and operational level to deliver a meaningful service to the business.

For a motivated HR Manager looking for their next career step. You will ideally be:

  • Degree qualified in HR, Business, or another relevant field
  • Someone with a minimum 5 years’ experience working in operational/contemporary HR management roles
  • Experienced in developing and implementing strategic HR policies, systems, and processes
  • Able to actively build and maintain positive relationships with key internal stakeholders.
  • An enthusiastic individual focused on helping to set the staff up for success.
  • Accountable, approachable and customer focused and someone who is naturally curious and who uses their initiative to further develop both their skills and knowledge.
