About Council

The Kowanyama Aboriginal Shire Council lies 25 km (as the crow flies) from the east coast of the Gulf of Carpentaria in the south-western region of the Cape York Peninsula, and 600 km northwest of Cairns. The total area equals approximately 4,120 square kilometres. Approximately 1200 people live in Kowanyama, making it one of the largest communities on the Cape York Peninsula. Kowanyama's Aboriginal people continue to identify strongly with their ancestral countries and with the languages, stories, songs, dances, and histories associated with those countries. Kowanyama means “place of many waters” in the Yir Yoront language. The community is based on the banks of Magnificent Creek, which joins the South Mitchell River, which in turn forms part of the Mitchell River Delta. Road access is only available four to five months of the year in the dry season. Weekday flights to and from Cairns service the community throughout the year.

The Kowanyama Aboriginal Shire Council consists of the Mayor and four councillors. In the last financial year Council have again put a strong emphasis on improving their roads by implementing their major program to improve the town streets as well as their dirt and gravel road network. As of 1 July 2021, Council had acquired all of the assets of the old Cattle Company and already in 2021/22 their mustering program has focused on employing and training 18 locals on the mustering program. The Cattle Company is a vital future enterprise for the future health, wellbeing, training and development for community and its members. Setting this strong base for the future of Council and Community and local facilities, local employment, and their local enterprises are key to their future success.

About the Position

Reporting to the Executive Manager Roads, Infrastructure and Essential Services and/or Acting CEO as required you will assist with the smooth running of the Building and Essential Services portfolio's.  Some of your focus will be on the following:

  • Daily direction, coordination and supervision of Council’s Building Services Staff and Contractors and their activities.
  • Coordinate responses, quotes, and actions for building maintenance requests for all Council owned or controlled premises.
  • Act as Q Build contractor/project manager in Kowanyama.

Regarding essential services, you will ensure the daily direction, coordination and supervision of Council’s Essential Services Staff and Contractors and their activities and provide timely advice to Management on all issues that may impact on the efficient and effective provision of Council’s essential services including:

  • Water Supply
  • Sewerage Service
  • Community Housing - Undertake all plumbing and gas fitting repairs and maintenance in community houses as required by BAS.
  • Garbage Disposal

  • Housing Upgrades
  • Airport Terminal Renewal
  • Floodgates
  • New Council Building
  • Sewerage Upgrades
  • Football Oval Redevelopment

 

About You

You will have worked in a similar position in Local Government and have the leadership skills, tertiary qualifications and/or demonstrated experience in roads, infrastructure and project management required and ideally exposure to a range of related trades. Understandably you will have a working knowledge and understanding of Aboriginal and Torres Strait Islander cultures and a demonstrated ability to communicate effectively and sensitively with Indigenous people.

Ideally able to start this month, you will be provided with flights, accommodation, a car if required and a generous daily rate.

Renowned for being hands-on you can prioritise easily, remain calm under pressure, and provide a level of leadership that allows Council to continue providing a range of services to the community whilst ensuring current projects remain on track for completion.
