About Townsville

Townsville is the largest city in Northern Australia and the gateway to mining and agricultural regions. It is perfectly positioned as Australia’s gateway to Asia. Townsville's economy is rebounding, and the new masterplan provides a well-articulated vision for the city to give the private sector the confidence it needs to invest and create jobs.

This diverse economy has significant industries including retail trade, health and education services, government administration and defence, construction, mining, manufacturing, and property and business services. Together, Queensland Rail and the Port of Townsville provide a transport hub for the region’s mining and agricultural industries.

Townsville is also a major service centre, and the main centre for government administration outside Brisbane. Regional health services are provided by the Townsville Hospital. There are several research institutions such as James Cook University, the Australian Institute of Marine Science, the Great Barrier Reef Marine Park Authority, Department of Agriculture, Fisheries and Forestry and the CSIRO. The large Australian Defence Force community, due to army and air force bases, also influences the local economy.

Providing a laid-back tropical lifestyle that is complemented by capital city comforts, no other Australian city boasts the resilience, diversity, lifestyle and economic potential that the Townsville North Queensland Region enjoys.

Known as the Second Capital of Queensland, Townsville offers a dynamic lifestyle coupled with strong economic prosperity and is a thriving precinct with access to a variety of world class education facilities, leading edge health care, affordable housing, unique retailing, spectacular events and entertainment, dining precincts and a wide range of outdoor recreation options. With over 300 days of sunshine each year, Townsville’s lifestyle is second to none.

About Council

Townsville City Council is the largest regional Council in QLD employing over 1800 staff and has an annual budget of $957 million and community assets of $7 billion. They see the world is changing so they are changing too. Their people and their jobs are as diverse as the communities they serve. Council strives to facilitate sustainable economic development for the region, enhance quality of life for their residents, and identify and unlock the potential of the city through inspired leadership, co-design of services with the community, and sustainable and innovative business partnering.

You will enjoy a continuous and varied feed of work including resolving some structural challenges on the Ellis Spring Reservoir, renewal and upgrade projects on other reservoirs, new pump stations, structural work in pipeline design and upgrading treatment plants. In addition, you will support other areas of Council with Bridges etc if wider assessment is required.

The Position

This is an opportunity for you to be involved in some challenging and exciting projects and a genuine chance to broaden out your experience, expand your learning and expertise in this field and to leverage yourself into more senior roles within Council. As Structural Engineer you will provide structural guidance and support to the Engineering and Design (Water and Waste) Team for them to produce appropriate, timely, cost-effective, and accurate designs, drawings, schedules and estimates for new and renewal infrastructure projects. The role understandably requires considerable experience in the structural aspects of water and waste design.

With responsibility for the supervision, coaching and development of technical skills of 2 Graduate Engineers, you will also provide high level technical advice for the timely delivery of capital works projects including designs, drawings, schedules and estimates to ensure all projects are completed using best practice design and drafting techniques that meet internal and external stakeholder requirements.

The position also involves:

  • Developing technical reports regarding structural issues of water and waste infrastructure projects for inclusion in future Capital Works programs.
  • Facilitating the engagement and delivery of works from external consultants in line with council’s procurement process, including the review of proposed designs from consultants and the provisions of technical advice on councils’ preferred options.
  • Attending pre-start and close out meetings for projects to address any issues raised by internal or external stakeholders, as required, sharing feedback and learnings with team.
  • Assisting to represent council in dealing directly with residents and business identified as being impacted by a proposed design.

About You

Renowned for being a 'Solution oriented' engineer you will relish the chance to work as part of a cohesive team whose aim is to ensure a wholistic environment where everyone is working together to solve problems on the planning, design and delivery of Council's water and wastewater infrastructure projects. Regardless of whether you have worked in a Consultancy, State or Local Government you will be able to demonstrate where you have thought outside the square in solving problems related to water and wastewater assets. You will have sound knowledge and experience with the following:

  • structural works, such as pipelines, pump stations and reservoirs.
  • computer aided design and drafting software (e.g. AutoCAD, SPACE GASS, Excel)
  • relevant legislation, Aus-Spec, Water Services Association of Australia, relevant Australian Standards, and engineering guidelines (WSAA Codes) and their application to the design and planning of water and waste infrastructure, structural condition assessments and repair/rehabilitation design.
  • quality assurance systems and their application to the design of civil engineering infrastructure.
  • procedures used by Transport and Main Roads and other external agencies relating to water and waste infrastructure design and construction within a Local Authority area.
  • working within a formalised project management environment.

Why this role?

This is probably the opportunity you have been looking for where you can take the reins of a meaningful role and continue using your strong structural engineering and design skills to improve water and wastewater assets across the region. This is a multi-disciplined area and will involve you working with several other engineering disciplines and interacting with project managers. If you aspire to become an RPEQ if you are not already registered Council will also support you to achieve this.

Providing a laid-back tropical lifestyle that is complemented by capital city comforts, no other Australian city boasts the resilience, diversity, lifestyle, and economic potential that the Townsville North Queensland Region enjoys. Council is at the beginning of a journey that will be exciting to be part of. The CEO is focussed on developing Townsville as a City of the Future. Attracting people globally will allow you to be involved in things you would not normally participate in within large Consultancies or Councils in Metropolitan areas.

A salary of up to $117K + 13.5% Super + 5 weeks leave with 17.5% loading, RDO and relocation assistance is available for the successful candidate.
