About the Organisation

The Napranum Aboriginal Shire Council has five elected representatives who are responsible for formulating council policies, corporate plan, operational plan, adopting council budget and making decisions to achieve council goals.

The Shire is undivided for electoral purposes. Each Councillor represents the overall public interest of the whole area, although the council has adopted a portfolio management system. The Mayor and Councillors are elected by all voters in the shire.

The Napranum Aboriginal Shire Council consists of the Mayor and four Councillors. The Executive Management Team is made up of the Chief Executive Officer and five senior managers. The annual budget for the Council is approx. $16.8 million and there are approximately 50 staff and a population of close to 1000. As reported, the NASC team have achieved exceptional strategic, operational, and financial results throughout the last financial year.

Napranum has become an increasingly prosperous community with modern facilities such as the, Mary Ann Coconut library and Indigenous Knowledge Centre, Council office and Civic Centre, QLD Health, and allied health services, Aged and Disability Services including accommodation precinct, supermarket, a war memorial, Water Park and Water Front development, workshops and many new houses built in the past ten years.

About the Position

The CEO is responsible and accountable to Council, for the efficient and effective management of Council’s staff, finances, assets, and any other resources in accordance with statutory requirements. In addition, the CEO will be required to liaise with various Government Departments, Agencies and Funding bodies on a regular basis.

The role will also assist with and promote accountability within the Council and requires a good understanding of:

        Legislative requirements as applicable to Aboriginal Shire Councils

·                 Strategic and operational planning and implementation

·                 Stakeholder relations

·                 Meeting procedures and comprehensive and accurate documentation of minutes

        Computerised accounting and/or financial systems

        People and cross-cultural management

 

Conditions of the role include:

  • Base Salary of up to $180K depending on experience
  • Superannuation contributions at 12%
  • Annual leave days of 25 per annum
  • Personal Leave days of 12 per annum
  • Council will provide a fully maintained car and phone and internet facilities for work-related and private use
  • Council will provide fully furnished accommodation and pay electricity up to $1000 per annum.  You will be required to pay rent of $60 per week
  • Relocation from your home base to Napranum and return at the end of your contract, this includes possessions and up to one vehicle
  • Airfares for private travel within Australia for you and immediate family up to a total of $3000 per annum.

About You

Council seeks to appoint a suitably qualified, enthusiastic, and strategically focussed CEO who will enjoy the challenges of leading and guiding Council and driving projects to implement the Communities objectives as per the 5 Year Corporate Plan, whilst continuing to focus on the organisations financial, customer service, governance, corporate, risk management and compliance delivery.

The appointee will demonstrate the ability to lead and implement change, optimise operational effectiveness and efficiency, and lead an organisation with an outcome focussed culture. Applicants need to have worked at senior leadership levels and ideally have experience in the Local Government sector.

Excellent communication skills are required as well as the confidence and ability to develop constructive relationships with Council, the community and key stakeholders including at State and Federal government level.
