About the Organisation 

The Wujal Wujal community is in the Cape York region on the banks of the Bloomfield River and is surrounded by high mountains, waterfalls, river tributaries and creeks. The area’s boundaries are the Cook Shire to the north and Douglas Shire to the south. They are located about 4 hours north of Cairns or 1 hour south of Cooktown by road. Wujal Wujal covers an area of 64 Hectares and the Shire has a tropical climate with both dry and wet seasons.

Located between two UNESCO World Heritage sites, Wujal Wujal is where the rainforest meets the reef – a haven for nature-lovers, photographers, and travellers. Population of the Wujal Wujal Community is approximately 280 people. Wujal Wujal is accessible by road via the coastal road across the Daintree River and by inland road. There is a private airstrip 20km from the Shire.

About the Position 

Reporting to the CEO, the position requires an experienced Corporate and Commercial Manager with a sound financial background to take a strong lead now that Council has worked through some significant challenges and are ready to embrace the way forward. This is a broad role and requires good leadership, direction, and support in delivering efficient and compliant procurement and contract management arrangements. Ensuring HR practices across Council are embedded relating to recruitment, training and performance management will also be a focus in addition to the responsibilities highlighted below:

Other responsibilities will include:

  • Management of the corporate services and Finance team ( 6 )
  • Advice and support provided to direct reports, CEO and Councillors
  • Development of annual budgets for approval and adoption by Council
  • Management of QAO external audit and preparation of financial statements
  • Management of insurances and all required compliance matters
  • Timeliness and accuracy of payroll processing
  • Timely and professional management of supplier accounts
  • Management of employment matters (including adherence to compliant wage arrangements)
  • Management and controls over cash balances
  • Management and control of grant management program
  • Timeliness and accurate compliance, management, and other reporting
  • Establishment and management of Council commercial arrangements
  • Ongoing communication, education, and advice with respect to financial performance with required Council stakeholders
  • Financial and commercial analysis of Council activities to ensure financial viability and delivery of services to the community
  • Appropriate modelling and forecasting of Councils financial position and performance to support strategic decisions as required by the Executive and Councillors

About You

With responsibility for running the day-to-day operations of the Finance and Commercial activities of Council you will be supported by the Finance Manager particularly with respect to learning the PRACTICAL software system used by Council. With senior finance experience, you will support the CEO preparing financial statements, council reports and running the day-to-day operations of the department. Your skills and experience will include:

  • Senior accounting experience encompassing management and financial accounting and cost control (highly desirable within a Local Government setting but not essential)
  • Leadership and team management/development experience
  • Strong attention to detail and the ability to ensure accuracy of information produced
  • Operational outcomes focus and a demonstrated ability to prioritise and meet strict deadlines and reporting timelines
  • Ability to partner with stakeholders of varying financial acumen to deliver responsive, efficient, and effective business analysis
  • Ability to solve problems and provide pragmatic advice and recommendations
  • Certified Practicing Accountant (CPA), Chartered Accountant (CA) or equivalent is preferred
  • Demonstrated knowledge and experience of procurement and contracts frameworks is preferred

A salary of between $120-140K will be negotiated + Super + FMV and a 2 bedroom fully furnished house will be provided to the successful applicant.
