The Region

Norfolk Island is a small sub-tropical island, 8km long by 5 km wide and 3,455 hectares in area, located in the south-west Pacific Ocean, 769 km from New Caledonia, 1,673 km from Sydney and 1,074 km from Auckland. The time zone in Norfolk Island is UTC+11.

Norfolk is often defined by its soaring pine trees and jagged cliffs, however the island also boasts stunning sandy beaches such as Emily and Slaughter Bays, with their reef-protected waters, and surf beaches such as Bumbora and Anson Bays.

The Norfolk Island National Park offers a range of walking tracks from relatively easy to more demanding routes, with stunning vistas and views over palm forests from Mt Pitt and Mt Bates.

According to the Australian Bureau of Statistics Census Data recently conducted in 2021, Norfolk Island has:

  • a population of 2,188
  • 48.4 per cent males and 51.6 per cent females with a median age of 50 years
  • 1,220 private dwellings
  • an average of 2.1 persons in each household
  • 29 per cent of its population participating in voluntary work during the last 12 months
  • 80.8 per cent of its population with internet access at home

About Council

The Norfolk Island Regional Council commenced 1 July 2016 and consisted of five representatives (Councillors) who were elected for a four year term. The day to day management of Council is the responsibility of the General Manager who currently reports to the Council Administrator. The General Manager is supported by four portfolio Managers.

The Norfolk Island Regional Council is unique in that it provides a broad range of services to the community of Norfolk Island and is contracted to provide Commonwealth-funded state services which include land titles registration, motor vehicle and drivers licence, resources for Courts and Legal services, and Ports Management to name a few. The General Manager and Executive Management Team are responsible for operational management in line with the Strategic Plans as determined by Council.

Their role is to assist Council in making timely and informed decisions, backed by trusted advice and supported by effective and inclusive governance.

As leaders of the organisation, the Executive Management Team, Managers, Team and Section Leaders are responsible for ensuring their divisions and branches service the local community effectively and efficiently.

About the Role

The Senior Accountant will support the Manager Corporate and Finance ensuring the effective and efficient operation of the Finance branch, specifically in relation to budgeting and reporting functions. This position will also be responsible for the provision of high quality and timely financial reports to Council and the Council management team.

Position Responsibilities Include:

  • Provide financial and operational information and analysis to support management decision-making, including advising on financial implications of decisions.
  • Develop, implement, and provide accurate and reliable financial management performance and position reports to budget holders and senior management monthly.
  • Coordinate and prepare quarterly budget reviews in accordance with Office of Local Government NSW guidelines for Council presentation.
  • Manage the Council’s investment of funds, balancing costs, risks, returns, and liquidity.
  • Assist in the preparation, monitoring, and review of the Council’s Long Term Financial Plan and other strategic management plans.
  • Develop, review, and implement systems for allocating on-costs and overheads to ensure reliable cost capture for individual services.
  • Perform month/year-end processing and reconciliation, internal control reviews, and preparation of the Council’s Annual Financial Statements and year-end audit.
  • Manage the financial software system, assist with the problem resolution and provide training to staff as required.

Position Requirements:

  • Local Government finance experience is a must
  • Familiarity with CIVICA / Attitude software is highly preferred
  • Qualifications in accounting or finance
  • Demonstrated experience in managing and maintaining integrated accounting systems
  • Strong interpersonal and communication skills

For those based in Queensland, there’s an expectation of six (6) work trips to Norfolk Island each year.
