Norfolk Island Regional Council seeks an experienced leader passionate about environmental health and waste management to oversee essential services and contribute to unique sustainability initiatives. With diverse responsibilities across waste, water quality, and public health, this role is crucial to Norfolk Island’s ongoing environmental stewardship.

The Region

Norfolk Island is a small sub-tropical island, 8km long by 5 km wide and 3,455 hectares in area, located in the south-west Pacific Ocean, 769 km from New Caledonia, 1,673 km from Sydney and 1,074 km from Auckland. The time zone in Norfolk Island is UTC+11.

Norfolk is often defined by its soaring pine trees and jagged cliffs, however the island also boasts stunning sandy beaches such as Emily and Slaughter Bays, with their reef-protected waters, and surf beaches such as Bumbora and Anson Bays.

The Norfolk Island National Park offers a range of walking tracks from relatively easy to more demanding routes, with stunning vistas and views over palm forests from Mt Pitt and Mt Bates.

According to the Australian Bureau of Statistics Census Data recently conducted in 2021, Norfolk Island has:

  • 48.4 per cent males and 51.6 per cent females with a median age of 50 years
  • 1,220 private dwellings
  • An average of 2.1 persons in each household

About Council

The Norfolk Island Regional Council commenced 1 July 2016 and consisted of five representatives (Councillors) who were elected for a four year term. The day to day management of Council is the responsibility of the General Manager who currently reports to the Council Administrator. The General Manager is supported by four portfolio Managers.

The Norfolk Island Regional Council is unique in that it provides a broad range of services to the community of Norfolk Island and is contracted to provide Commonwealth-funded state services which include land titles registration, motor vehicle and drivers licence, resources for Courts and Legal services, and Ports Management to name a few. The General Manager and Executive Management Team are responsible for operational management in line with the Strategic Plans as determined by Council.

Norfolk Island Regional Council is an innovative, community-focused entity dedicated to protecting the island's resources. The Council maintains a proactive approach to environmental health and waste, meeting 75% of recycling goals and making continual progress on essential services like water quality and public health. About the Role

Reporting to the Manager Planning and Environment, the Team Leader will be responsible for the effective daily operations of the Waste, Public Health, and Environment section. They will oversee compliance with environmental and public health regulations, ensuring that Council’s objectives for community health and environmental sustainability are met.

Position Responsibilities Include:

  • Oversee the waste management system and water assurance network (including sewerage), ensuring effective maintenance and operations.
  • Manage public health and environmental inspections, applications, and compliance activities, adapting to legislative changes as required.
  • Coordinate monitoring efforts for water, air quality, and noise, and uphold biosecurity standards at ports and airports.
  • Contribute to community forums and media to increase awareness around environmental protection, public health, and water quality.
  • Oversee budgets for waste disposal, water assurance, and public health initiatives, ensuring efficient use of resources.

About You

Ideal candidates will have a solid foundation in at least two areas: waste, wastewater management, and public health, combined with practical experience in remote or isolated environments. Resilience, strong problem-solving skills, and effective communication are essential for success in this dynamic and multifaceted role. The role suits individuals who can work flexibly, manage competing priorities, and adapt to a wide-ranging set of responsibilities.

Preferred Qualifications:

  • Relevant diploma or degree and experience in waste, wastewater, environment and/or public health, or a related field
  • Experience in waste and water management, especially in remote community settings
  • Strong operational and compliance knowledge of public health and environmental regulations
  • Excellent project management, leadership, and organisational skills
  • Familiarity with remote work challenges and adaptability to island life
  • Current First Aid certificate or the ability to acquire this certification
  • Current Drivers Licence – Class C
