About The Region

About Council

The Norfolk Island Regional Council commenced 1 July 2016 and consisted of five representatives (Councillors) who were elected for a four year term. The day to day management of Council is the responsibility of the General Manager who currently reports to the Council Lead Administrator, Mr Scott Mason. The General Manager is supported by four portfolio Managers.

The Norfolk Island Regional Council is unique in that it provides a broad range of services to the community of Norfolk Island and is contracted to provide Commonwealth-funded state services which include land titles registration, motor vehicle and drivers licence, resources for Courts and Legal services, and Ports Management to name a few. Under the leadership of the General Manager, NIRC fosters innovation and community engagement, aiming to align services with strategic priorities and community needs.

Norfolk Island Regional Council is an innovative, community-focused entity dedicated to protecting the island's resources. The Council maintains a proactive approach to environmental health and waste, meeting 75% of recycling goals for domestic and commercial waste and making continual progress on essential services like wastewater, water quality and public health. This role is an opportunity to make a meaningful impact in a distinctive setting.

About the Role

Reporting directly to the General Manager, the Human Resources Manager will lead strategic HR initiatives, implement workforce frameworks, and drive cultural change to align with the Council’s vision. This role is pivotal in optimising HR and WHS systems, supporting workforce development and fostering a positive organisational culture.

Position Responsibilities Include:

  • Lead HR operations, payroll and workforce planning strategies.
  • Design and implement frameworks for skills and competency development.
  • Oversee recruitment, training and retention programs tailored to Norfolk Island’s unique context.
  • Ensure compliance with HR legislation, policies and risk management practices.
  • Build a supportive and inclusive organisational culture through effective leadership and HR initiatives.
  • Accountable for the Workplace Health and Safety System, including implementation of WHS Audit action program

About You

We’re looking for a proactive leader with a proven track record in HR management and cultural change. Experience in remote or regional settings is highly desirable, as is the ability to manage diverse responsibilities in a dynamic environment. In addition to your strong leadership, your resilience and adaptability are key for success.

Preferred Qualifications:

  • Bachelor’s degree in Human Resources, Business or a related field.
  • Significant HR management experience, preferably in local government or regional contexts.
  • Expertise in workforce planning, recruitment and compliance with industrial relations legislation.
  • Strong interpersonal, leadership and problem-solving abilities.
  • First Aid Certification (or willingness to obtain)
  • Current Driver’s License
