About Council
Located just over 130kms from Townsville, Charters Towers Regional Council is governed by a Mayor and six Councillors and employs approximately 230 staff.
Once the largest goldfield in Australia, Charters Towers is now home to 10,000 residents and is surrounded by quintessentially Outback landscapes and is home to some of most unique experiences and attractions including many heritage listed buildings.
The Position
Reporting to the Interim Executive Manager HR & WHS you will be an integral member of the HR Team and have 2 direct reports during this maternity leave assignment. Following a handover, the focus will be on providing senior level support to the Executive and Management Leadership Team, People Leaders and employees of Council. Apart from ensuring a ‘business as usual’ stance you will also be involved in the following:
- IR matters/case management
- Provide assistance with the Certified Agreement Negotiation processes (to commence within 6 months of the expiry eg 30 June - December 2025 under the direction of the EM HR & WHS
Other duties will include:
- Supervise the delivery of a full range of contemporary human resources functions such as, recruitment, onboarding, disciplinary matters and investigations, grievances, establishment management, HR Information System, reporting metrics, and case management assigned to the team.
- Support and provide advice on complex Industrial Relation matters including the prevention, management and resolution of disputes, grievances, union consultation and termination of employment to ensure compliance with relevant legislation, industrial instruments and policy.
The Person
Tertiary qualified in a relevant field and/or with substantial relevant demonstrable experience, you are renowned within the local government environment for being a calm, pragmatic, hands on and values-based leader with an unwavering focus on the customer and community.
Other prerequisites include:
- Demonstrated capability to interpret and apply industrial instruments, employment related documentation and relevant legislation.
- Ability to gain credibility, and partner and build rapport with internal and external stakeholders.
- High level knowledge of contemporary human resources practices and principles.
- High level writing, oral communication, analytical, conceptual and negotiation skills.
- The application of analytical and investigative skills, along with a theoretical and practical background in human resource management to enable formulation of policy options for the organisation, the operationalisation of strategic human resource initiatives and resolve organisational problems.
- Ability to prepare and present reports, manage competing priorities while completing work programs on time and within budget.
