About Council
Maranoa Regional Council is entering a new era — one defined by transparency, accountability, and bold transformation. As Manager Governance & Risk Services, you’ll be at the heart of this change, leading the charge to embed a culture of integrity, elevate governance maturity, and drive smarter, more efficient ways of working.
This newly created role is your opportunity to build something meaningful from the ground up. You’ll design frameworks, shape strategy, and influence decision-making at the highest levels — all while protecting the interests of the Council and the community it serves.
The Role
Reporting to the Director Corporate Services and working with the Executive Management team your Governance, Risk Management or Legal background and experience will influence and enable contemporary governance and responsible risk management practices and behaviours across the Council.
All systems need to be aligned to reflect the openness, transparency and accountability being driven from the top down. Accordingly, management will rely on this position for support and guidance across several areas so your advice around ‘good practice’ governance and support generally, will be sought. More specifically the role will oversee:
- Strategic governance and enterprise risk frameworks
- Council’s key corporate documents — Operational Plan, Corporate Plan, Annual Report
- Audit and Risk Committee coordination and internal audit programs
- Business improvement initiatives that deliver real, measurable impact
You’ll be supported by a Governance Officer, a soon-to-be-appointed Lead Business Improvement Analyst, and a Communications team of five. Together, you’ll create clarity, drive change, and build trust across the organisation.

You will also be renowned for your ability to interpret legislation, policies, programs and practices and proficiency in liaising and negotiating with relevant agencies.
Evaluation of risk management practices and implementation, proficiency across the Microsoft Office programs as well as advanced report writing, and analysis skills are all pre-requisites.
Tertiary qualified, your ability to demonstrate being strategic as well as a ‘hands on’ subject matter expert around governance and risk will over-ride which stream in the corporate or government arena brought you to this point.
