About Council

Douglas Shire is home to over 12,000 residents, with almost 60% living in the two main population centres of Port Douglas and Mossman. Port Douglas is the tourist gateway to the region, while Mossman is the administrative, health, industrial and agricultural hub. Other principle urban centres include the beachside communities of Wonga Beach, Newell Beach and Cooya Beach. The remaining residents live in small, decentralised communities scattered along the 100km stretch of coast road; tucked into the rainforest or in small rural townships in the valleys of the Shire’s hinterland.

The economy of the Shire depends mainly on tourism, with 1.2 million visitors annually exploring the many natural wonders. The Council plays an important role in capitalising on economic opportunities across the Shire.

A Strategic Leadership Role with Impact

Douglas Shire Council is offering an exceptional opportunity for an experienced financial leader to step into the role of Interim Chief Financial Officer. This position is pivotal in shaping the financial and procurement landscape of the Council, ensuring compliance with legislative requirements while driving strategic alignment with community outcomes.

As the principal financial officer, you will lead, plan, and control all financial operations, providing stability and uplift to critical functions during a period of transition. Your influence will extend beyond numbers - this is a chance to embed a culture of transparency, accountability, and continuous improvement across the organisation.

Organisational Uplift and Capability

The Interim CFO will play a key role in continuing to strengthen Council’s financial governance and operational maturity. With four direct reports and oversight of diverse teams, you will deliver integrated leadership across financial accounting, management accounting, procurement, and integrated services. Your mandate includes stabilising these functions, mentoring staff, and implementing robust systems and processes that enhance efficiency and resilience.

From preparing annual budgets and financial statements to guiding procurement strategies, you will ensure Council’s financial health and compliance while fostering a high-performing, risk-aware culture.
